Roads
- The Uganda National Road Authority (UNRA) Road Rehabilitation Programme will be supported by a fully funded Road Maintenance Programme, which will ensure roads, once brought to fair or good condition, will not deteriorate from the attained state.
- In the next five years 2,000km of new roads will be constructed. This will increase tarmac roads from 4,000km to 6,000km. This period will also witness a reconstruction or rehabilitation of sections of national roads and turning specific sections into dual carriages.
- Some 2,205km of gravel roads will be upgraded to tarmac, 700km of old paved roads will be rehabilitated and 2,500km of paved roads and 10,000km of unpaved roads will be maintained. In undertaking the road construction and maintenance, special attention will be paid to giving preference to local companies and conditional subcontracting, as provided for in the PPDA legal provisions.
- Strategic roads to support exploitation of minerals, oil and gas, as well as, tourism activities will be considered. Community access roads will also be opened to link farmers to markets and social services.
- In line with the broad strategy on urbanisation, express ways within the Greater Kampala Metropolitan Area and other urban areas including; the Kampala Southern by-pass, the Kampala-Entebbe Express way with spur to Munyonyo (51km), Kampala-Jinja Express way (77km), Kampala-Bombo Express way (35km), Kibuye-Busega-Mpigi Express way (33km) among others, will be constructed during the next five years. These are expected to improve connection with other countries within the region and reduce traffic congestion which has a higher cost on the economy.
- The following works are to be designed: Manafwa-Bududa ring road in Bududa district, Simu corner-Masira-Bulago-Bumasobo-Buyaga in Bulambuli district, Kayunga - Isimba - Mbulamuti - Kamuli
- Construction of the following roads will start in FY2015/2016: Hoima-Wanseko (111km), Rwekunye-Apac-Lira-Acholibur (243km), Soroti-Katakwi-Moroto-Lokitanyala (208km), Mubende-Kagadi-Ndaiga(140km), Lira-Kamdini (66km), Dualling Kibuye-Busega-Mpigi (33km), Kampala-Jinja (77km), Kampala Southern By-pass (18km), Masaka-Bukakata (41km), Kyenjojo-Hoima-Masindi-Kigumba (238km), Tirinyi-Pallisa-Kumi/Pallisa-Mbale (111km), Mbale-Bubulo-Magale/Lwakhakha (45km), Rukungiri-Kihihi-Ishasha/Kanungu (78km), Kapchorwa-Suam (77km), Muyembe-Nakapiripirit (92km), Buhuka-Kabwoya (43km), Ntoroko-Karugutu (53km), Mbale-Nkokonjeru (21km), Luuku-Kalangala (60km) phase II
- The following roads have been prioritised for construction in the next five years: Moroto-Kotido (101km), Namagumba-Budadiri-Nalugugu (30km), Kamuli-Bukungu (64km), Luwero-Kiwoko-Butalangu (29km), Kamuli-Namwendwa-Kaliro, Nebbi-Golli (14.4km), Ocoko-Inde (32.8km), Mityana-Kanoni (37.2km), Kyegegwa-Kazo-Buremba-Bisozi (Rwamwanja) (87km), Atiak-Moyo-Afoji (104km), Jinja-Buwenda-Mbulamuti (80km), Kitgum-Koputh (165km), Atiak-Kitgum (108km), Pajule-Pader (18km), Kotido-Kaabong (64km), Angatun-Lokapel (47km), Kashozi-Buremba-Kariro (53km), Kashwa-Kashongi-Ruhumba (33km), Nakawuka-Kasanje-Mpigi (20km), Kisubi-Nakawuka-Nateete (27km), Nakawuka-Mawugulu-Nanziga-Maya (15km), Buwaya-Kasanje-Mpigi and Kibibi-Mityana (90km), Kayunga-Bbaale-Galiraya (88.5km), Katine-Kalaki-Lwala-Kaberamaido-Ocero (50km), Najjanankumbi-Busabala and Mukono-Seeta-Namboole (30km),
- The following roads will be designed in FY 2015/2016: Namalu-Nabilatuk-Lokapel (45km), Luwero-Zirobwe (36km), Masindi-Buliisa (85km), Buloba-Mpigi (40km), Kapeeka-Ngoma-Masindi (109km), Soroti-Serere (28km), Kamengo-Buvumbo landing site (40km), Muduma-Mpigi (50km), Kyenjojo-Kigarale-Kahunge-Rwamwanja-Kihura
District Road equipment
- In order to improve the capacity to maintain district and urban roads, the NRM Government has started the process of procuring additional road equipment from Japan to supplement the available fleet.
- A total of 859 pieces of assorted road equipment worth $155m will be procured. It will include motor graders, wheel loaders, excavators, bulldozers, wheeled backhoe loaders, vibro rollers, pneumatic tyres rollers, pedestrian rollers, plate compacters, tampers, dump trucks, cargo Trucks, water bowsers, low bed tractors, self-loading trucks, mobile workshops and bitumen distributor tanks.
- Each district will get a road unit consisting of a motor grader, wheel loader, tipper, and a water bowser. Other beneficiaries include UNRA, KCCA, Ministry of Works and Transport (8 zonal units and force Account), Mount Elgon Labour Based Training Centre (MELTEC) and the proposed National Construction Company. The zonal units include: Arua, Gulu, Karamoja, Mbale, Jinja, Hoima, Luwero and Mbarara.
Bridges
- Construction of the following bridges is ongoing: Nyalit and Seretyo on Kapchorwa – Suam, Apak bridge in Lira district, Goli and Nyagak Bridges in Nebbi, Cido – Nebbi – Goli in Nebbi district, The new Nile bridge at Jinja, Nyamugasane bridge in Kasese district, Mitaano Bridge in Kanungu, Ntungwe Bridge in Kanungu, Leresi on Butaleja-Leresi-Budaka road, Kabaale bridge linking Kyankwanzi to Ngoma in Nakaseke, Nalakasi and Lopel bridges in Karamoja, Kasozi bridge (Lugogo) linking Ngoma to Buruli
- The following bridges in Kasese are due for construction. A bridge on Maliba-Nkenda-Bugoye-Nyakalingigo road, Ruboni bridge to access Mt. Magaritta tourist site.
- The following bridges are being designed: A bridge on River Semlik connecting to the Democratic Republic of Congo, Kasozi (Lugogo) bridge linking Ngoma to Buruli.
- In addition, a total of 112 bridges will be constructed in the next five years.
Air transport
- In the next five years, the NRM government will upgrade Entebbe International Airport, which is Uganda’s principal international gateway, to accommodate current and future air traffic and promote service excellence. The NRM government has already committed itself to spending about $325m (Phase1 - $200m and Phase2 - $125m) to finance this project. The scope of works for expansion and upgrade will include, among others, construction of a new cargo centre, new passenger terminal, strengthening and widening of runways and associated taxi ways, rehabilitation and expansion of aprons, and the replacement of navigation aids and communication systems.
- Develop a new international airport at Kabaale (Hoima) to facilitate the development of the oil refinery.
- Revive the national airline to facilitate the development of Entebbe International Airport into a hub.
- Improve and upgrade aviation security at Entebbe International Airport.
- Revitalise and re-equip the East African Civil Aviation Academy (EACAA) Soroti and develop it into a centre of excellence in aviation training.
- Develop and upgrade Arua, Gulu, Jinja, Kasese and Soroti airfields.
- Maintain all upcountry aerodromes.
- Improve human resource capacities, and strengthen relevant policy legal and regulatory frameworks.
Rail
Over the next five years, the NRM government will focus on the upgrade of the country’s railways from the traditional one metre-wide system to a faster and modern 1 and a-half metre wide SGR; and development of the Greater Kampala Metropolitan Area Light Rail Mass Transit System.
Inland water transport
- Modernisation of Port Bell.
- Modernisation of Jinja Pier.
- Rehabilitation and upgrading of MV Pamba and MV Mwanga.
- Improvement of access infrastructure i.e. access roads, rail lines, community and Tourist jetties.
- Construction of a new port at Bukasa.
- New ship to replace MV Kabalega.
- Improvement of navigation safety and security.
- Establishment of efficient and reliable water transport services.
- Institutional reforms and establishment of a Maritime Administration.
Ferries
- Procure a second ferry on Lake Kyoga for Namasale-Zengebe crossing.
- Procure a new ferry for Bukungu-Kagwala-Kaberamaido crossing on Lake Kyoga.
- Procure a new ferry for the Wanseko-Panyimur crossing.
- Procure a new ferry for Namasale-Lwampanga.
- Procure a new ferry for Sigulu Islands (Bugiri district).
- Procure a new ferry for Lake Bunyonyi in Kabale.
- Provide a ship for Lake Victoria Islands.
- Procure a ferry for Kikongo-Namoni crossing.
- Procure a ferry for Kumi -Katakwi crossing.
- Design construction of landing sites at Ggaba-Lutembe and Butebo.
- Maintenance and improvement of all ferry landings.
Mbabazi Amama
Independent
- Government will undertake a comprehensive infrastructure development master plan to guide the road and transport requirements into the future. Where the population growth forecast or economic activity is expected to grow very fast, larger projects like super highways, underground railway lines and flyovers may be undertaken as guided by our infrastructure master plan.
- In order to make proper use of the road infrastructure, we shall seek to balance investment in roads with agriculture and energy such that Ugandans can produce massively, add value to their products and use these roads to transport their output to the market. We must make use of our roads by directly supporting production as organized at the various sub-counties.
- We shall pave roads to first areas that produce goods that require access to the market. All road construction will be demand driven. That will make it sustainable to repay loans acquired to construct a significant number of kilometres over the years.
- We will develop well-equipped water transport networks on our lakes and rivers.
- It is our commitment to re-establish Uganda Airlines or introduce a new national carrier. We intend, through a combination of financing modalities, to raise a sizable financing package required for investment in undertaking a complete certification process, leasing and/or purchasing aircraft, recruitment, training and remuneration of personnel and also paying for gate space at various airports where the airline will fly to. We shall market Uganda’s tourism and investment potential together with our new national carrier.

Pedestrian, Bicycle and Boda Boda plan
- A National Pedestrian, Cyclist and Boda Boda Safety Plan developed during the first year and its implementation commenced during the second year of government.
- A dedicated publicly funded training programme for boda boda cyclists will be designed and implemented to promote safety and encourage certification.
Roads
- Increase the pace of construction of the paved road network to atleast 1,000 kms per annum thereby adding atleast 4,000 kms to the current network by 2021. Under our plan, priority focus will not only be given to the economically productive areas or those areas that have demonstrable economic potential, but also those areas lagging behind in development such as Busoga, Karamoja, Bunyoro and many others.
- Reform the procurement laws to eliminate red tape, increase transparency and accountability, and shorten the period for project approvals to not more than 6 months.
- Put in place measures to increase the participation of local construction firms in road construction projects up to a value of 30 percent by 2021. Such measures will include: promotion and application of best practice standards on productivity, quality management and, establishment of a special financing facility for the construction sector enterprises to access working capital in terms of credit, bonds, guarantees, and capital for tools and equipment.
- Partnership with local construction firms will be a standard requirement for all publicly funded public works. This policy is intended to increase the rate of local participation measured by the value of business arising from such partnership.
Air
- The FDC is committed to make our country fly again with Uganda Airlines flying our national flag. We will fast track a plan and design appropriate and cost-efficient financing models to re-establish Uganda Airlines by the end of the 5 years of the transitional government. This plan will be integrated with an overall plan to establish airports in strategic economic regions of the country to ease the movement of people, goods and services.

- Develop a comprehensive national infrastructure (roads, railways, airports and aerodromes, energy, ICT etc) framework policy that shall guide the different sectors when coming up with specific sectoral policies on infrastructure.
- Develop and maintain a national tarmac roads network linking all towns of Uganda and also linking Uganda to its boarders.
- Develop and maintain a city road network including flyovers for the major cities of Uganda
- Develop and maintain a railway network linking Uganda to its neighboring countries to enable efficient and cost effective movement of people and goods
- Maintain and expand water transport facilities on Ugandan lakes and rivers
- Revamp Uganda airlines under a public private partnership arrangement
- Re-develop and expand Entebbe international airport and other airports and aerodromes across the country
