5 promises- Streamlining and equipping the security agencies in the country
- Improving the welfare of the army, police and other security agencies’ personnel
- Streamlining recruitment, training, promotion and retirement of the armed and security forces to ensure equal opportunity and merit while taking into consideration regional balance that embodies national character. There has been an outcry in unfairness mainly in the areas of recruitment and retirement of the these officers which my government will address and I shall specifically enable women and men of Uganda Peoples Defense Forces who want to retire and join politics to do so since this is their fundamental human right.
- Enforcing the use of cyber security to crack down crime and other security threats
- Training security experts particularly in areas of computer security, information security and forensics
- Ensuring a well educated and motivated force to guarantee security within the country, along its boarders and in the region
- Promoting good neighbourliness in the region
In light of the importance of defense and security sectors, my government proposes to allocate at least 5% for defense, 5% for security and presidential affairs and 3.5% for internal affairs and the regional governments.
- Establish the Independent Security Services Commission vested with the mandate to determine discipline, promotions, and commissions; as well as handle complaints and all other matters related to the army, police, intelligence agencies and all other security agencies.
- Ensure the welfare of the men and women who serve in our military and provision of adequate equipment and materials when they are on mission.
- Build economic power to facilitate and compel cooperation while maintaining the ability to intervene in potentially destabilizing conflicts within the framework of the East African Community, African Union and the United Nations.
- Counter terrorism and extremism through effective intelligence, joint counter terrorism operations and expanding economic opportunities for the youth and marginalized groups.
- Investing in enhancing our Nation’s cyber security capabilities.
- Strengthening our Nation’s intelligence capabilities to detect, defeat or avoid threats.
- Improve the welfare of the armed forces; police, military, prison and intelligence personnel, with special emphasis on salaries, housing, health care, dependents’ education, and pensions. The minimum salary of the lowest paid officer shall be UShs.650,000.
- Prioritize the payment of retirement benefits and other emoluments that have been pending to date.
The protection of life and the overall safety of citizens is the role and responsibility of government. Every Ugandan life and the lives of people living in Uganda matter and will be protected. The honour of serving in Uganda’s Armed Forces; Uganda People’s Defence Force, Uganda Police Force, Uganda Prisons Service and Uganda Wildlife Authority’s Rangers, must be recognized and rewarded. At a minimum, our forces should earn a living wage and benefit from facilities good enough for their families.
Our forces need to be adequately clothed, provided with proper equipment and modern arms expected of advanced and contemporary servicemen and women in order to protect our borders and be ahead of the evolving nature of warfare and terrorism. We will balance the delicate issue guaranteeing that every Ugandan is protected against authoritarian measures that erode our individual freedoms while ensuring that our security and intelligence agencies are at the same time able to keep us safe in a highly globalised world.
Our forces, shall enjoy quality health coverage, including, psycho-social support for our combatants and their families.
Veterans
We commit to paying veterans pensions arrears and normalising the monthly payments thereof. We commit to a day when Ugandans will celebratethe sacrifice of all the men and women who have served in our Armed Forces and remember the families of those that made the ultimate sacrifice for their country. Caring for veterans, both living and dead, is a national duty for each citizen and therefore we shall have a Veterans Day.
- Formulate an integrated national security policy to guide the internal security, region and global (external) engagements.
- Formulate a National security strategy for Uganda.
- Strengthen our military to prevent and deter threats against our nation by continuing the professionalism of the forces and securing appropriate equipment.
- Ensure that our forces get the best training to make them the best force on the African continent.
- Our government will continue to build a strong force of anti-terrorism to deter the current threat of terrorism to our people.
- Education and public awareness against terrorism will be intensified to mobilize the entire country against this evil.
- Remove all import duties on all security equipment used in anti-terrorism.
- Identify and train anti-terrorism guards to increase anti-terrorism coverage in the country.
- Deploy surveillance cameras in busy public places to improve on monitoring.
- Strengthen our intelligence agencies to deter the threats of terrorism in real time.
- Expedite the National identity project to ensure that the nation improves on traceability and security of the country.
- Ensure a well-trained and remunerated police force to enforce law and order.
- A well trained, facilitated and equipped internal intelligence agency.
- Streamline recruitment and promotion
- Update the status of all armed forces regarding numbers, training, personal data and deployment among others and create secure data resource on our armed forces.
- Establish a review commission to study the promotions within the armed forces and make recommendations.
- Ensure transparency within the recruitment process.
- Verification of the recruits according to regional quarters to be guided by National biometric data.
- Identify the men and officers of armed forces according to lanyards and caps for easy management of the forces.
- Procure special vehicles for armed forces and ensure that all equipments and supplies used by armed forces are different from the civilians for easy management.
- Streamline deployments in the armed forces to avoid duplication of duty and eliminate confusion within command.
- Update the data of all ex-service men that have served in various armies and forces inside and outside Uganda since independence including; Iraq, Afghanistan.
- Establish an ex-service men commission to oversee the plight of the ex-service men in Uganda.
- Ensure that ex-service men are paid their fully terminal benefits within 2 years.
- Create opportunities for the ex-service in the humanitarian missions, technical works and manufacturing.
- Construct barracks for our armed forces (UPDF and UPF) with full facilities including homes, schools, religious and shopping centers and recreational centers.
- As of the public service salary reform, revise the salaries and wages of the armed forces with a view of meeting a living wage.
- Provide for mandatory leave as entitlement for every member of the armed forces.
- Continue professionalising and modernising defence and security forces -This will be achieved through further improvement of the capability of the defence and security forces and will include acquisition and maintenance of equipment, human capital development and establishment of a National Defence College, and the Institute for Security Studies.
In order to improve policing and meet the increasing demand for police services, we will continue with the recruitment and training of policepersonnel to attain the international requirement of 1:500 ratio. Police presence will be increased across the country to keep law and order. A Police Academy will be established to offer specialised training of police officers in command and control skills. It will also offer specialised training in areas such as cyber crime and anti-money laundering. The academy is intended to be a regional centre for specialised police training in East and Central Africa. - Improving crime control, detection, prevention and investigation. We will employ appropriate technologies such as CCTV cameras to help the Police fight crime. In addition, we will focus on investing in community policing, which promotes citizens’ participation in ensuring their security.
- Developing defence and security infrastructure — The NRM Government will continue with the construction of barracks to provide a conducive and habitable living environment for the personnel, as part of the welfare improvement programme in the UPDF and UPF. Temporary structures in barracks will be replaced with permanent ones. This will include developing and rehabilitating other welfare facilities such as health, education and sports infrastructure in every barracks.
- Strengthening Research and Development — In order to keep pace with global trends in science, technology and innovation, the Defence Research, Science and Technology Centre (DRSTC) at Lugazi and the National Resistance Movement Avionics Research Centre at Nakasongola will be developed into centres of excellence for collaborative research with the private sector, universities and other agencies.
- Promoting production for wealth creation and self-sustainability. Defence and security will fully operationalise its mandate of contributing to national development. The UPDF is already working on the Standard Gauge Railway construction. The force will also, more effectively, engage in primary, secondary and industrial production, initially for internal consumption within the sector and later for commercial purposes. This model of managing the forces will enhance professionalism within the forces and reduce the burden on the national budget.
- Strengthening of internal and external security — The internal and external security of the country will be strengthened by enhancing information collection and analysis capabilities. We will also institute measures including advanced detection techniques and appropriate technologies to deter and curtail terrorists and other hostile activities against the country. In addition, continue paying retirement benefits to former soldiers: Kings African Rife (KAR), Uganda Army, Uganda National Liberation Army and the NRA/UPDF.g) Establishment of National Service — A modern National Service programme will be designed and implemented for the youth, school leavers and pre-tertiary students aimed at inculcating patriotism, nurturing and mentoring for positive attitudes towards hard work, and equipping them with basic military skills for personal and national development.
