Foreign Policy Promises
5 promises- My government’s strategy in dealing with other nations will be informed by our desire to promote and safeguard national, regional and international peace and security and protect our sovereignty and territorial integrity. As a country, we shall support the work of regional, international and multilateral organizations in finding lasting solutions to conflict and terrorism activities for a free and secure world. Uganda shall respect territorial integrity and state sovereignty. Uganda shall only participate in military engagements outside its boarders if they have a backing of regional economic communities, African Union or United Nations, and most importantly if the engagements have parliamentary approval as is required by law.
- My government shall ensure Uganda’s sovereignty, promote universal peace and foster better relations with our neighbors, the rest of the African continent and the world at large. In this regard, we will consolidate and strengthen Uganda’s foreign relations and diplomatic engagements with other countries as well as international and multilateral organizations at the regional, continental and international level.
- In pursuit of Uganda’s socio-economic and political interests, my government shall 20 promote sub-regional and regional integration and cooperation emphasizing intra-African trade as the cornerstone for Africa’s socio-economic and political unity. Through economic diplomacy, my government will strengthen and consolidate its trade and investment links with regional partners while exploring new trade and investment partners in order to expand access of Ugandan products to foreign markets, while at the same time increasing investments for our country.
Our government shall pursue an independent foreign policy of peace, security and happiness of all people. We will promote a people-led economic and political integration, and proactively contribute to regional peace and common development of the East African Community. Our relationship with our neighbours shall be based on the peoples’ desire for harmony, security and regional prosperity. On regional and international security, our government shall pursue a security concept based on mutual trust, mutual benefit and cooperation of equal sovereign nations. We will train and equip our forces to tighten our border security, to control arms proliferation, screen for undocumented movement of persons across borders, and fight terrorism while meaningfully addressing the root causes (of terrorism).
- International order: We commit to our continued contribution to a fair and balanced international order. We shall uphold the authority and resolutions of the United Nations and commit to participating in counter-terrorism, peace keeping and preventive diplomacy. We commit to strengthening peace efforts in the Great Lakes region and rejecting regional hegemony in East Africa and Africa as a whole.
- Interntional Economic Cooperation: Our economy shall remain open to ethical foreign investors that will embrace a plan of developing local capacity of Ugandans through technology and skills transfers and support in-country sourcing to improve employment levels and procurement of local content.
- Foreign Companies: Investors shall be encouraged to setup and create manufacturing jobs in Uganda, while encouraging the participation of Ugandan citizens. We undertake to study emerging economies and their strategies to maintain such investments and apply them as suits our needs.
- Government Agencies: Agencies such as Uganda Investment Authority, the Uganda Export Promotion Board and the Uganda National Chamber of Commerce and Industry will be strengthened in order to enhance synergies between them and make investing in manufacturing easier for both local and foreign investors.
- Commit to adequate staffing of our missions abroad. Priority in staffing shall be given to career diplomats, since international security cooperation and global economic competitiveness depends on superior institutional knowledge and prowess.
One of the main aims of our government will be to encourage the production of Ugandan made products that can compete globally in international markets. As such we shall be encouraging the branding ofour coffee, tea and other products with the aim of promoting our country.
- Fast-tracking implementation of national key infrastructure projects to enhance the country’s competitiveness while at the same time preparing to eventually fit into the EAC convergence criteria.
- The Northern Corridor Integration Projects are critical to Uganda as they will facilitate trade between the country and the region. NRM will, therefore, remain committed to the full implementation of these projects basing on earnings from some of the country’s resources such as oil and gas, as well as minerals.
- NRM will continue to pursue the engagement with other EAC member states to pursue and attain the realisation of an EAC political federation.
- The current peace and security prevailing in Uganda is only guaranteed by both the capabilities of the UPDF internally and externally and by the absence of terrorist threats in the region. The NRM will, therefore, continue to support UN and AMISOM pacification and peace keeping programmes in the region.
- Construct/rehabilitate all our missions abroad including purchase of properties to house identified strategic missions.
- Our pursuit of regional integration and pan-Africanism will be driven by the conscious desire to empower citizens as the frontline defenders of democracy and shared opportunity for national prosperity.
- Pursue regional economic integration through harmonization of tariffs and investment policy regimes that enable free flow of goods, services and labor, by actively participating in the EAC and other regional economic bodies
- Promote global political and economic partnerships, pursue an outward looking strategy, identifying and taking advantage of emerging economic and diplomatic opportunities. Our embassies will be fully facilitated by ensuring adequate funding, staffing and retooling to take on new missions abroad.
- Invest in building a meritocratic diplomatic service that is highly trained and motivated to take on new challenges extending to economic and commercial diplomacy. Sign treaties, common markets, faster movement of goods across borders
Diaspora
- Create a Directorate under the Ministry of Foreign Services in charge of the Uganda Diaspora. The Directorate will be overseen by Minister of state in Charge of the Diaspora.
- Establish a database of Ugandans outside Uganda to strengthen our contact and provide a resource base for their Integration into National Development.
- Establish an investment desk for the Diaspora in Ministry of Foreign Services in collaboration with Uganda Investment Authority to facilitate the Ugandan Diaspora to Invest back home.
- Support Diaspora programs including Annual conventions on the different continents as a means of building Identity and exchanging important information in the interest of the Nation and the Diaspora.
- Amend the Dual Citizenship Legislation (The Citizenship and Immigration Control Act) to provide for maximum rights and freedoms at all levels for Ugandans in the Diaspora.
- Create a Diaspora support fund for Capacity Building to improve Human capital as a means of empowering Uganda Diaspora to compete.
- Pursue the concept of externalization of labor for Ugandans in order to curb unemployment and increase on the capital inflow. Uganda has got a lot of redundant studied labor which could benefit the Nation and individuals involved. Our Government will lobby for employment from friendly countries for Ugandan citizens. Government will encourage formation of employment bureaus and urgencies to facilitate external employment.
Boost Trade and Investment opportunities
- Restructure our missions abroad and the entire Foreign Services Ministry to reflect priority focus on Investment, trade and Ugandan Diaspora.
- Push for special and preferential treatment for developing countries within the WTO agreement.
- Negotiate several bilateral trade agreements (BTA) to facilitate trade between Uganda and preferred countries.
- Pursues a robust marketing campaign abroad to help Uganda attract the desired Investment.
- Remove the disincentives to investment in Uganda to increase foreign direct investment. Uganda is currently ranked the 6th worst investment country on the global and the causes include: corruption, poor power supply, poor infrastructure, low access to finance and tax rates.
- Pursue the East African Common market in the meantime empowering our business community to compete favorably to benefit of the country.
- Development of intraregional markets is one of the most powerful engines of economic growth and will be central in our foreign policy. Our government will prioritize infrastructure investment in key areas strategic to promote trade with our neighbors and in particular Democratic Republic of Congo, Tanzania and South Sudan. We will develop two border towns into trade hubs with international airports strategic for trade. Arua and Kasese will be planned and upgraded to city status and new duty free city developed at Mutukula in Rakai district.Ensure that Uganda gets the best deal out of EU-ACP Agreement.
International obligations
- Pursue a non-aligned political position and take positions consistent with other obligations under International conventions that are in the best interest of Uganda, the region and the International community.
- Support the work of the Unite d Nations, Common Wealth, Africa Union, COMESA, East African Corporation and other regional and International bodies of which Uganda is a member. Our government will pursue the expansion of the East Africa Community to include South Sudan and DR of Congo.
- Support and promote regional Integration at a pace and depth that benefit the economy and people of Uganda. Our interest is increased investment flows, improved resource mobilization and improving our ability to maximize the presenting opportunities in the world economy (positioning ourselves better to maximize the presenting opportunities in the World Economy).
