Though the Government has registered significant strides in combating corruption, we still have some residual challenges. Appropriate measureswill be put in place by undertaking the following:

• Strengthening Anti-Corruption Institutions. The institutions to be strengthened include; the Inspectorate of Government, Anti-Corruption Court, the Judiciary, DPP, Criminal intelligence and Investigations National resistance movement 74 Manifesto Directorate (CIID), Office of the Auditor General, and Directorate of Ethics.
• Strengthening enforcement. We will continue to strengthen enforcement of Anti-corruption laws like the Whistle Blowers Protection Act 2010 and the Leadership Code.
• Implementation of performance contracts. Performance contracts will be introduced in the public service and government agencies.
• Upright nurturing of society. A value system that socially and institutionally promotes zero tolerance to corruption will be nurtured with special focus on the youth.
• Strengthening Public Sector Management and Administration. The NRM Government will continue to ensure that public officials are fully responsible and accountable for all the resources under their control.
• Implementation of Barazas. Barazas will be held in all districts and will be supervised by Resident District Commissioners (RDCs). Top NRM party officials will be required to attend. In the Barazas, citizens will be given information on the funds government has sent to them and what they were meant for. This will be followed by asking the citizens to acknowledge whether projects for which the funds were meant are either in place or were not implemented. Action will be taken against officials who fail to account.
• Timely implementation. Action will be taken against companies that fail to complete contracts on time. Furthermore, public officials who delay to execute government programmes without a reasonable explanation will be dealt with.
• Ensuring satisfactory completion of works. Disciplinary action will be taken against public officials who approve payments where shoddy and incomplete works have been carried out and the contractors are paid.
• National Identity Card usage. Data obtained from the Identity Card project will be used to eliminate ghost workers in various government departments.
• Performance Time frames. One of the causes of corruption is delay in decision making in government departments and agencies. For instance it takes ages to approve a construction plan by an urban authority, registering land, getting land from Uganda Investment Authority, NEMA approval of EIAs and many others. Such delays lead to officials asking for bribes from clients. In order to mitigate delays, government departments and agencies will be given time frames within which to complete transactions, especially with the private sector. Failure to complete within the given time frame will be reason enough for the IGG or other anti-corruption agencies to call for an investigation into the conduct of the official(s) involved.

• Rationalize and streamline the mandates of anti-corruption institutions, remove overlaps and improve efficiency in their operations. 
• Strengthen anti-corruption institutions and mechanisms to detect and prevent corruption and stealing of public funds.
• Locate and recover all stolen public funds and public assets that have been stolen and expropriated through illegitimate means.
• Undertake legal and administrative reforms to ensure expeditious prosecution of corrupt persons in both the public and private sector. 
• Any public official against whom an official inquiry regarding the use of public funds and use of public office has been instituted will be required to resign immediately and may only be allowed to resume office based on the outcomes and recommendations of the inquiry.
• Establish a Corruption Truth Telling Commission – this Commission will give an opportunity to anybody who has stolen from Ugandan taxpayers or been involved in illegitimate acquisition, transfer or any form of conversion of public assets to confess to the Commission and agree on modalities to have such stolen funds or assets recovered as a basis for amnesty from prosecution. 

Our government will offer the following:

• We will stop wastage of public resources and instead aim to invest resources in people on an equitable basis.
• We shall amend the Leadership Code to include empowering the Inspector General of Government to access financial records of all public officers, compare them to the declarations submitted and publish an annual report. Furthermore, all public servants shall be required to not only declare their assets but also their sources of income.
• We will institute and nurture a national value system that can be identified with by all people of Uganda irrespective of tribe and social status.
• We shall begin to build a culture of honesty and integrity that moves people away from asking for brides and also to outrightly reject unsolicited kickbacks. More people must be encouraged to blow the whistle and to isolate the corrupt.
• Put in place measures to counter corruption by introducing accountability through a free press, greater transparency and easier access to information on public sector borrowing by civil society and other interested parties.
• Conduct mass sensitisation and awareness on the effects of corruption on the population in order to recruit a critical mass of citizens determined to uproot corruption from Uganda.
• Work with civil society to enhance greater understanding of social contracts amongst the citizenry thereby empowering them to question, challenge and hold elected and appointed leaders to account.
• Institute social accountability platforms at sub-county levels where the rights holders interface with the duty bearers (both government and private sector) to discuss issues of concern and to wage rigorous campaigns against corruption.
• Enhance partnerships with media, civil society and the entire citizenry to report corruption cases while ensuring sufficient protection for the whistle blowers.
• Put in place stringent measures to ensure stolen money is recovered. These include freezing and liquidating the assets of all those found guilty in order to retrieve as much of the stolen funds as possible.

• Develop and Implement a system/policy of zero tolerance to corruption
• Ensure that corrupt officials are punished severely and promptly to discourage the acts of corruption
• Ensure enforcement of the law to recover public resources from implicated corrupt officers
• Empower offices/organs tasked with checking and fighting corruption like the offices of the Attorney General, Inspector General of Government, Director of Public Prosecution and Auditor General among others.
• Actively involve the citizens, religious leaders, civil society and the media in the fight against corruption.

• Ensure that anti-corruption institutions including the Inspector General of Government, Auditor General, Director of Public Prosecutions and anti-corruption court are well staffed and funded. 
• All people who have worked as civil/ public servants for the past 30 years will be required to account for their wealth and ant wealth not accounted for will revert to government on behalf of the people of Uganda. 
• Make provision that reports from anti-corruption agencies including Auditor General Report are debated within 30 days of submission to parliament. 
• Establish an independent investigation unit to investigate instances of corruption and abuse of office by public officers. 
• Moral value and mentoring will be part of the lecturers in the National Service Programme to change the mindset that values material gains at the expense of integrity.
